Elm Street Project
The Elm Street project is looking for neighborhood resident volunteers to man the committees that will be used to formulate the plan for Midtown. The four committees are described below.
A survey has also been created to gather the opinions of the residents on how the money allotted for midtown should be spent if we are given the grant. Even if you do not plan to participate in the Elm Street project, please take a moment to complete the survey so that the city may have a fuller view of how residents feel the money should be spent.

1. Image & Identity: Identify promotional strategies to market the unique characteristics of the N 3rd St Corridor/Elm Street Area to potential residents, investors, new businesses, tourists and others. Strategies may include identification of neighborhood and special district events to improve the general image of the neighborhood, promotion of residential marketing, and utilization of Main Street promotional techniques as examples to build upon.
2. Design & Appearance: Through property inventories, neighborhood surveys, assessment of public improvement needs of the neighborhood, including review of planning and zoning ordinances, identify tools and a plan that depicts enhancements to the physical appearance of the N 3rd St Corridor/Elm Street Area by capitalizing on its unique assets and traditional layout.
3. Neighbors & Economic Restructuring: Neighborhood demographic and market information, housing and commercial building stock condition data are compiled upon which to base strategies for fostering a sustainable mixed-use neighborhood to strengthen the quality of existing residential housing stock while diversifying the type and income mix to ensure a balanced environment.
4. Clean, Safe & Green: Assess maintenance of public space and areas, inventory open space and recreation areas, and assess crime and perceived crime activities to identify strategies that enhance the real and perceived level of safety, cleanliness and quality of passive and active recreational opportunities in the N 3rd St Corridor/Elm Street Area.
